Holiday budget

Just wondering in general how do people decide how much to spend on their holidays. Some people around us seem to spend an excessive amount and I was wondering do other families generally have a % of income they spend over the year or how do they decide...

Single mum and skint but we're going to a 2 bedroom apartment in Greece for 3 weeks in summer hols for £1400. We stay in basic accommodation with a pool which is clean and 5 mins from beach/resort. Don't pay extra for drills as can't afford them and don't need them. Don't mind outdated bathroom tiles if I'm getting a fab holiday!
Book Ryanair flights and direct from owner.
Spending money is about £1000 - whatever else I can save! We eat out every night but have breakfast/brunch in bed/on balcony. Toasties/gyros etc is €2.50 and meals aren't expensive. You get free sunbeds on the beach if you buy a drink from the bar. Love it!!
