Train travel

I bought a family railcard which offers one third off adult fares to several adults travelling by train with a child, and was told that the child fare would only be £1. However, on using this I was charged more than £1 for the child fare, eg £2.40 to London and £4.20 to Surrey. I queried this and was told that of the child lived further out of London, eg in Sevenoaks, the fare would be £1 to London, but if you live further in, eg Orpington, the fare is higher.
This doesn't seem right!!

I've never heard about a £1 fare, it's always been a third off all the tickets when I've used it (adult and child).
