I know people who've lived in Oman and they enjoyed it very much. But I don't know how relevant their experience would be as their stays were before 9/11, Afghanistan and Iraq, and attitudes may have changed since then. There's a bit of info here and here

We lived there from '93 to '97 and really enjoyed it.
hanskamp.net has a lot of photo's taken last year - you can switch it to english, sorry I don't know how to make a link.
Although Oman is clearly a muslim country, its not a big problem. There's so much to do there. If your friend has any specific questions, maybe I can help . We have a few friends who still go there on business, so I can ask them what it's like now.
It's pretty hot and humid in the summer - hottest in June/July but the winter's lovely, it gets the edge of the monsoon rains, so there's the occasional downpour.
You can get pretty much anything, it might just take awhile to find the right shop but once you've got used to numbered streets and following directions based on what's in the middle of a roundabout it's fine.
