Do you need a car seat for a child in a taxi?

Seems like a daft question, but its first time we are taking DD abroad. She's nearly 4 and we have a short taxi ride booked from airport to hotel (no more than 10 mins). Its Ireland.

In the UK taxis are exceptions to car seat legislation. I don't know if the same is true in Ireland. I have taken a 4yo DC in a taxi with no car seat when I needed to and it was fine and didn't feel dangerous. If you want to be on the extra-safe side, you could get a "bubblebum" inflatable booster cushion. It would take up approx 1/8th of the volume of an airport-carry-on-style mini wheely suitcase when packed away.
