Swimming certificate for Duinrell?

DD is 6.5, can swim 25m unaided, and is 1.25m tall. Duinrell state that she must wear a flotation device 'unless she has a swimming certificate'. I don't have any 'certificates' for her. Do they enforce this? Can they 'certify' there? Any advice?

I have been to duinrell and they didn't have to show a swimming certificate. There is a schools swimming certificate in the Netherlands which they count as a competency to swim unaided, but having been to various Centreparcs as well I have never been asked to produce one. If the lifeguards think they area not strong enough swimmer they will ask you to put on a swim vest (they are free in Centreparcs, cant remember if they have them in Duinrell)
