what to dress 16mo in Ontario? ??

Help! Taking my 16mo ds to Toronto to visit family in early feb. What should he be wearing? Im guessing we won't be spending ages outside but how much should I layer up? He has snowsuit and just thinking normal clothes plus wooly tights under trousers. Have balaclava and hat and mittens etc. Just wondering if anyone thinks its worth buying a merino onesie as an extra layer. Dont want him to be cold but equally don't want to smother him!!! Thank you for yoyr help.

micro fleece layers will help stoping it all becoming too bulky.

but buy everything there, it will all be in the sales, and Canada has the best out doors winter clothing anywhere in the world, especially children's clothing.
