We are flying to Nice with ds who will be 12 months, we then have a short taxi to Antibes do we need to take his car seat or is he allowed to sit on our knee?

I don't know, but i would say he is allowed, but i wouldn't say it was safe. If you do do this DO NOT HAVE HIM INSIDE THE SEATBELT WITH YOU!!! You would crush him in the event of an accident.

Is there not a train or local bus you could catch?

I don't know what the law is in France but as mentioned above make sure he is on top of the seat belt. I took my babies in taxis on my lap in Turkey, I was never very happy about doing so but there was no option at the time.

Take your car seat. The consequences of not doing so in the event of an accident outweigh the inconvenience IMHO.
