Fined for snacking in Rome??

Apparently, there are certain no-go areas for snacking in the street in Rome. Anyone had experience of this?

There's a guy with a whistle who shouts at anyone who sits down on the Spanish Steps, and I think I remember a sign at the Pantheon about no picnics. TBH though most of the tourist spots in Rome are so overcrowded you'd be pretty hard-pushed to enjoy a leisurely snack. I remember people eating gelato all over the place though, and you're never more than a few hundred metres from a cafe.
