Take a boat from just behind John Lewis to Hampton Court. Ours loved that at that age.

The playground in Bushy Park, or the Woodland Gardens there (nice cafe, good ice cream) also always a hit.

There's bound to be loads more...

Will you have a car? YY to Hampton Court and Bushy Park (next door to Hampton Court, deer and good playground); Wisley Gardens (www.rhs.org.uk/gardens/wisley) is a bit further out but a good day trip; NT properties - Ham House & Claremont Gardens; obviously everything in London in easily accessible too. Day trip out to the downs/Box Hill (although quite a long climb for a 3 yo!)

Go and see the deer in Richmond Park?

There's a pizzeria in the park which isn't too spenny

The swimming pool also has a beach type shallow end, with fountains and so on, tiny ones love it.
