What about the Hosteling International hostel, a bit of a step up from a backpackers hostel, you can book private rooms and won't have to go for a 20 bed mixed dorm . From $29.00 pppn.

There was a cheap package (but with flights on BA or Virgin and a good hotel) advertised in Eve magazine for around £400 for four days, three nights all in. I'll dig it out and give you the details. I thought it was very good value and was tempted myself.

Sorry, having read your post properly now, you're just looking for a hotel. THe Herald Square hotel is VERY cheap for New York and is in midtown so very close to everything. It's basic but clean and has all ensuite rooms. I've stayed there several times and last time my in-laws joined me. They thought it was excellent in value and location and they're used to staying in hotels with more facilities etc.

Have a look on Tripadvisor.com I used them to find the hotel I stayed in in New York last feb. It was called The Salisbury and was £70 per night for a large double ensuite with continental brekkie. Fab location W 57th Street and 6th Ave. 1 block from 5th Ave and Tiffanys (1 min walk!), 1 1/2 blocks from Central Park (2 mins walk) and near tons of bus routes and subway stations 5 mins from Time Square etc. There were quite a few hotels in the £50 - 70 per room per night rate on tripadvisor and they all have reviews and a rating system on there so we chose the one with the best reviews. Its a good website to find ideas for restaurants and sight seeing too.

Have stayed at the Salisbury Hotel a couple of times myself and would recommend it also.

If you turn right out of the hotel you can walk up to the Columbus Circle subway stop. This will get you downtown. Carnegie Hall is on W57th and you can walk to Bloomingdales from there (its about a 10/15 minute walk).

Here's the offer from Eve Magazine. It's via Travelscope who're on www.travelscope.co.uk/evm or on 0870 380 3333. Departure dates Jan-May and Nov-Dec. £399 including transfers, 3 nights accomm midtown, plus flights on United, BA or Virgin ex Heathrow or Manchester. Sounds pretty good value to me! They have a brochure apparently.
