Bus travel abroad with a 7 month old and a 3 year old

We are travelling to Stockholm in late December with a 7 month old our first trip abroad since having the children. The airport is 1 hour 20 mins from the city and the main travel option is a bus. I am worried about travelling with our 7 month old and no car seat on the bus but am sure others must have experienced this. Looking for advice on whether this is safe or legal etc or for any suggestions on the best way to make the journey. Taxi is twice the price of the bus so it is an expensive alternative but would rather the boys were safe.

We looked into similar things when we were booking our next holiday, though we are going to the US.

We have settled on a bus transfer because if we took a taxi we couldn't guarantee that there would be a car seat available. We looked/asked on discussion boards to find info and it seemed that you might be lucky enough to get a taxi with a child seat stored in the boot that could be used but it would likely be a toddler seat not a baby seat, and we'd need two so that was a no go for us.

So, the bus with no car seat is what we have settled on, though it still sit uneasy with me. But in the US, like here, children don't legally need to be in a car seat on a bus (or a taxi I think I remember) and I do sometimes take them on a bus here.

We nearly rented a car with 2 age-appropriate car seats but we would just use the car for the transfers to and from the hotel so it seems a waste of money so I'm going to just try to chill out about it.
