Hand baggage on budget airlines

I've got a flight booked to Edinburgh with Flybe. I only want to take hand luggage and I know budget airlines are pretty strict about it. I've got a wheelie case that is the right size, but I was just wondering whether you are allowed to take a (small) shoulder bag too? Does anyone know please?

Thanks

Not sure about Flybe, but Easyjet made me put my handbag into my carry on case the last time I used them.
I was astonished TBH, I have flown with them loads and it was the first time ever.

From their website re baggage allowance:-

"You may carry 1 piece of hand baggage on board the aircraft. The maximum permitted dimensions (please ensure that you include the bag's handles and wheels) for this item are 50 x 35 x 23cm and it should not exceed 10 kilos in weight. If you are travelling in Flybe Economy Plus you may also carry a laptop"
