best choice for holidays with one 11 month old

Hi,
We are planning a 2 week holiday in France, Spain or Italy in April with our 11 month old daughter. We used to walk and swim and go to restaurants a lot but...I am not sure what it will be like to go with her at that age. Should we go for a rented villa/hotel and explore from there? are babies that age ok with travelling in a back pack baby carrier for a few hours a day? I am really not sure about what we can/can't do, what it the most relaxing with a baby etc...we love walking, sea and sun...any suggestion?
