To think this is utter madness

Dd is on track to study at a uni, which is quite literally a 15 to 20 min walk away. She didn't choose it due to this, but rather, it's the best uni for her degree she wants ( in Scotland anyway)
We were chatting about it, I mentioned how lucky she will be if offered a place due to not needing any student loan as she can still live at home and as a Scottish student she won't need to pay any tuition fees. That's when she informed me of her plans to move into student accommodation.
I get wanting to be independent but she can go to uni and come out with debt which will be amazing for her. She can even work part-time for spending money.
Please any advice is appreciated here

It will be expensive, and she should give serious consideration to the cost, but it's not utter madness. She may just have reached the point where she does not want to live at home any more and feels it is worth borrowing/working to pay for that. This is particularly understandable when presumably most of her fellow students will not be living at home. It's not so different from a young single person in their first job choosing to pay to move out even when they could travel from their parental home.

It’s better for her to go into halls. It’s more costly but better.

Both opinions are valid, but it’s the DD’s degree, life, debt and decision.

DS(just 18) is hoping to go to a university about an hour away on the train. It’s DH’s daily commute, but DS still planning to live out.

Let her move out and live her life
