Question re clearing

DS has had a terrible first year at uni and says he might not return for year 2. My understanding is that, should he want to start a new course at a different uni in September, he won't be able to as clearing is only for students who made a UCAS application to start year 1 in September. Am I right? Not sure what he's going to want to do and am very concerned.

That said if his first year grades have been ok and he wants to transfer to the second year of the same course at a different uni then he could apply direct. If he gets his skates on he could apply right now - search for vacancies on UCAS website.
