Student Finance England - scam email ?

I've just opened an email from Student Finance England with
"Account has been due for maintenance " in subject line.
When I clicked on the link there was a message saying " This account has been suspended "
DirectGov site says they would never send email asking you to click on a link .
So this has to be a scam ,doesn't it ?
But why just say "account suspended " and not try and collect details ?
And it's DS's account ,not mine .

General

We are aware that there are fraudulent emails circulating which are asking students to check their online accounts. If you receive ANY emails regarding your account

PLEASE TAKE EXTREME CAUTION!

The email we are aware of directs students to a Russian email address and if you enter your details on this site you will likely be allowing fraudulent access to your account.

For security we recommend that you ALWAYS type the address for Student Finance directly into the address bar of your web browser and NEVER click on a link from an email.

Make sure you are logging into the genuine site by typing direct.gov.uk/studentfinance into your browser
