Sheltered housing rights

Hi all, hoping for some collective and exeprt wisdom here...my elderly but capable Mum lives in sheltered housing, in her own flat in a block which is managed by a well known social and sheltered housing agency. Three years ago they allowed a hoarding, dope smoking alcoholic to purchase a flat and move in. He was mentally unstable and started harassing everyone but expecially my Mum who lived next door. She repeatedly warned the agents but very little was done. Eventually his hoarding and smoking led to him setting fire to his flat. He died. Now, they need to repair and redecorate the flat, Mum is 'required' to move out for 4 months which is very distressing for her. They cannot provide (for which read, they will not pay for) accommodation which meets her needs.
What rights does she have under the law? Can they force her out?
