Could someone tell me what "exceptional performance" is?

In the context of this Y7 student is expected to achieve EP at GCSE.

I an new to secondary school education and am wondering if it is language specific to the school or if it is national terminology.

I would have thought it meant at the end of key stage 3 when EP is above level 8. You can't have EP at GCSE as you just have the grades.
