Ear infection?

Seeing Doc shortly for my 19 mth old, he keeps falling over.
This is a sign of ear infection right?

Possibly but it may just be congestion of fluid in ear canals rather than an actual infection. May also depend on any other symptoms (has he had a cold, blocked nose, temperature etc) and how suddenly it has happened.
