30-Minute Appointment in 12: Rushed Clean by New Grad

So DH had a 30-minute dental hygiene appointment (private) today and was out in 12 minutes. Waiting room empty, yet the hygienist—a new graduate—did a light polish and scaling, focusing only on bottom teeth and completely skipping the upper upper back teeth

DH has gum disease, so a proper, thorough clean is important. Normally our hygienist is top-notch—everything done properly and you can feel the difference. Today felt rushed even the measurement taking was done at speed only the bottom done and top missed.

Would you complain to the practice and ask for a free appointment to correct this? Or am I overreacting?

Did he ask her at the time? I think he should have done that to be honest.

I "might" have queried it at the time, but then again, I may have not fully processed what had just happened or questioned my own concept of what I'd expected. Since he didn't do that at the time, I'd suggest calling the surgery to speak with someone "in charge" (i.e. not just a receptionist) and ask whether that was now a new standard in this treatment, rather than go in all guns blazing and accusing the new graduate. If he's unsatisfied with their response, then perhaps make some demands. I had my previous to last dental hygienist appointment one that was somewhat superficial, but I doubted my perception of it. For the last one, there was a new hygienist at the surgery who did a fantastic job. I was told the last one had left the practice. That may have been why they did a shoddy job on me (or it may have been complaints).
