mad scraching!

my ds (13mnths) goes through phases of scratching under his neck, on his upper chest, until it's red raw. I think it's irritated by his dribbling. I try keeping it dry, covered etc. but just now he ended up really bleeding! Also - it gets all raised and bumpy when he scratched. Is this because of the scratching, or the other way round? i.e. what is making him scratch. Any ideas please?

Washing powder? Conditoner? DS1 is very sensitive- every time I change washing powder this happens. I now use Persil non bio and no conditioner. We don't use soap either (aqueous cream instead).

Is it possible he is getting a heat rash or excema? Try some E45 or sudocream.

Is he wearing a pure wool jumper? - I cannot wear them as they drive me mad. I would also second jimjams suggestion of it being washin powder or conditioner related.
Also, could be overheated, baby clothes at this time of year are often fleecey on top of a vest - this is probably not needed if your ds is indoors in heated house.
Piriton syrup is very good at relieving itching.
