Small red spots on lower eyelids

They're not stys, they're not as painful as that and not right on the lash line, but I have had them on both eyes for about 3 months now. They come and go, seem like they're almost better and then reappear.

It seems a ridiculous thing to go to the doctor over, but what else do I do?

They're sore and sometimes itch, but not terribly painful like stys are.

Sounds like it might be blepharitis - this is where the oil glands get clogged. You can get specialist wipes or liquid to clean your eyelids from most pharmacies. Don't know if you're due an eye test any time soon, however the optician would be able to confirm if you had this condition.
