Congested since birth

Please help! My baby is 11 months old and has sounded 'congested' since birth. He has been seen by a doctor twice, who prescribed antibiotics and steroids which did nothing, and a consultant at the local hospital who said, and I quote, "he is just a noisy baby". The sound gets worse when he has a cold but it is constantly there, whether he has mucus or not. I am getting more and more paranoid that it is something worse/sinister but I don't know what else to do. I feel like everyone keeps ignoring my worries. Or could it just be nothing?
Has anyone experienced something similar who can help?

I’m not a medical expect but is it an intolerance of some description. Milk intolerance springs to mind.

@Gundogday That is exactly what I thought it was but because he doesn't have a visible rash on his skin nobody wanted to hear it.

I wonder if it's an issue with his adenoids. I think I'd ask for an ENT referral.

@Leighdobsss My son, who has milk protein intolerance, never had a rash. We had him tested at an independent allergy testing place (at an older age).

In retrospect, there were a few symptoms. His bowel movement was poor, he’d only go once a week and be on the toilet for ages. He also had a bunged up nose. He used to sometimes make an irritating throaty noise. It was only afterwards when he had cows milk that he did this again, and we realised it was milk related.

Just to make clear, he’s not allergic to cows milk, but intolerant to it.
