What is up with my daughters hands?

I’ve attached a photo, she says the skin isn’t dry, just white!! It’s a little bit on the other hand but worse on her right. Any ideas and does it warrant a doctor appointment?

Looks like a dermatitis reaction to something she has touched.

I would speak to the chemist first for advice and then GP if it doesn't clear up
