Cancer and IBD have symptoms that cross over. He will need a colonoscopy to confirm which he has, nobody can tell you by symptoms alone I’m afraid. Depending on his age, it’s more likely to be IBD. Presumably he’s had an urgent referral (2ww) so will have the relevant test ASAP and get on the right treatment x

I have ulcerative colitis, in remission, thankfully. It could easily be IBD. As prior poster said, they have to scope him to find out for sure.

Have they scheduled the exam?

My symptoms were very similar to your husband's. For people with ulcerative colitis, the ulcers inside the gut can start bleeding, which causes blood in the stool. At age 33, colorectal cancer is statistically very unlikely, but it's a normal age for the onset of UC.

This sounds exactly like the symptoms my dh had when his ulcerative colitis was at its worst - in his 40s at the time.
I don't think cancer generally causes such dramatic symptoms to begin with, though obviously you will only know for sure once you've had the appointment.

Blood in the stool can be a symptom of cancer but it can also be caused by many other things.

If you are concerned ask your doctor.

OP says they are talking to Drs and have been referred to specialist.
