Dehydration appearing like drunkeness, is this possible?

Hi.
Can anyone tell me, what could cause drunk-like symptoms without alcohol?
Eg slurring, unsteady, losing train of thought. Not severe, but noticeable.
This is in a 50yo man.
Previously had half a kidney removed due to cancer.
Would dehydration do this?

Wow, you're a jumped-up nasty bitch aren't you.
For what it's worth, the doctor said dehydration CAN lead to these symptoms but not usually this severe unless infection involved too, which has been ruled out.
