What could these spots be?

DH is prone to heat rashes and fungal infections (I recently had a bout of athletes foot too) this rash is on his face and arms mainly some spots have a yellow head on them - he won't let me squeeze them! Any ideas anyone?

Kind of looks like insect bites?

Not bed bugs. A heat rash would more like be on areas that get hot and sweaty I'd have thought
