Water blister (with pic)

Have this blister on my heel. I've popped it twice but just keeps refilling! Any advice as it's really painful to put shoes on. Thanks in advance

Is it worth cutting a bit of the sac so it can't retain fluid again? It'll sting like he'll though when the flesh underneath is open to the air.
I'm itching to get at it with a needle 🤣
