My 16 month dd has been refered to orthotics to get some shoes to help correct something very similar. She actually still can't walk - and it's largely because there is a gentle twist on the legs, feet and toes....making her slightly bowed legged and pigeon-toed.

We're only getting the shoes because it's her whole leg and foot plus toes that are involved - but I was told that it's really common for the toes to touch and they usually grow out of it the more they walk.

If he's already walking i'd say that was a good sign Even though we have a slightly more advanced version of what you ds has - it can still be corrected by just wearing some shoes (they're very cute!) with support ....and no medical intervention. HTH.
