big flappy empty sack of skin after mastectomy - have I had wrong op?

Why have I got this big flappy thing on my chest? It was supposed to be a cosmetic closure. Did the surgeon somehow get the impression I was going to go for reconstruction? Or is this normal?

Are they perhaps on planning on inflating it later?

One of mine had a skin saver implant inserted that I had removed later as I did not like it. I was left with a flat scar.
The second mastectomy was flat straight away.
