Oxygen levels

Hi my grandparent has recently been admitted to hospital and has had their oxygen level increased from 1 to 2, can someone explain what this means and is that a high amount? Tia

I’m not medically qualified
but it could mean that the concentration of oxygen has been increased
is this on the oxygen tank?
