Flap of skin on baby's gum

My 14 month old baby seems to have quite a big flap of skin loose on her lower gum. I think there is a tooth underneath it but it doesn't seem to be bothering her at all. Has anyone else had this? What on earth is it?

probably just where a tooth is about to come through, doesnt sound worrying really, BUT im not a dentist, so if you are concerned go and seek advice.
