Dry skin patches in neck crease

Has anyone experienced this? I've started getting dry scaly skin on my neck, usually in the crease area.

For relevance I'm female, 35, 6 months post partum, no PCOS, regular cycle.

Is it hormonal?
A few months ago when it started, I began moisturizer the area regularly and they went away but I stopped for a week or two and they are back.
Not sure what to make of it as I don't have them anywhere else.

Also to add, the skin isn't itchy at all and feels a bit waxy.

I'm not overweight either
