Is it normal to have a fibreglass cast put on top of temporary plaster?

My sister broke her wrist 10 days ago and A&E gave her a temporary plaster cast. She returned to the fracture clinic yesterday as instructed and they applied a new fibreglass cast on top of the original.

It was my understanding that the first should be removed before the lighter, breathable fibreglass cast is applied (but I could be wrong!).

She says it's already sweaty and very heavy but we don't know if this is normal?

Neither of us have broken anything previously so we don't know if we should go back or not.

If anyone with experience can help clarify I'd be very grateful.
