9 year old boy with facial hair?

My 9 year old son has thick black hairs coming through under his bottom lip. He's not ten until the end of June but tall for his age at 5' 3" the problem is they're quite sore. Not only that but he has ASD/Aspergers and has a mini meltdown every time they hurt or someone notices them or mentions them. In general hes very uncomfortable looking too far into the future and I think that's why he doesn't like them. Is there anything i can do? I've told him if we shave them ten times as many will come back.

I genuinely thought that would be the case. Lots of people had said it too :/ I wouldn't have said it if I didn't think it was true, xif its not, then i guess i can tell him i was wrong, i do when I am. I just never imagined we'd be seeing this at his age.
