Does this need an x-ray? (Pic of DH's shin)

Obviously I know that no one here can diagnose over the Internet but asking if anyone has experienced an injury like this or has any advice.

DH came off his bicycle this morning and has either hit the shin on the kerb or his bike (he can't quite remember as it happened so fast). Within about an hour it had swollen up like this. He's home now and in pain. Currently resting it, elevating and have an ice pack on it.

He doesn't want to go to the hospital/minor injuries but I'm a little concerned with how big the swelling is and that he's got limited motion in his ankle.

Any advice?

It looks sore! Can you not just see the nurse at your GP's surgery? At ours you don't need an appointment.

Thanks for replying, GP had nothing available today. He'll be able to call in the morning to try for an appointment if it's still as painful. Pain seems to be subsiding now anyway so he was probably right about not needing to be seen. Although his leg could be hanging off and he'd still insist it was just a scratch
