I think this is an excellent idea.

I vast majority of smokers start before they reach the age of 18, at a time where making reasoned decisions is beyond most of them. YOu tend not to expect informed concent of minors, so expecting them to make a rational decision about smoking is just plain daft.

Obviously it will not stop them 100% but anything that cuts down the numbers starting smoking must be a good thing.
