If you can tolerate it (don't know how far on the pregnancy is) try lying on the bed with a pillow under your hips either on your back or either side, after you have done the steaming.Rather than coughing you could try huffing which is more of a heavy breathe out.

Could you ask your doctor about an asthma inhalers? They give them to children sometimes who don't have asthma, to help them breathe when they are bunged up. I have asthma, and it was really bad during my pregnancies and was told that it was perfectly safe to use the inhalers while pregnant.
