Er, phlegm comes from your chest and catarrh hangs around in your nose? I think they are the same 'thing' ie possibly infected? mucus.

I thought catarrh was the inflammation of the mucous membranes and phlegm is the infected mucous produced

I'm with misstee on that one - phlegm is something you cough up, catargh is from your nose and drips down!(or out!)
