White spots on eyelids

dd 9 has sensitive skin, but it's ok if we avoid allergens

She now has White spots, clearly defined and raised on her eye lids.

Any ideas why and how to treat them?

It sounds like milia. Beauticians can remove them from the face, but not sure about eyelids...
