Software for family tree with photos

While I'm stuck at home I thought I'd sort and scan old and new family photos but don't know how to record the relationships in the family. Has anyone any recommendations of software to do this?

All of the programs have a problem the using a GEDCOM file for backup/transfer loses the photographs.

I got around this by creating normal files and folders of photos and then recording them as URLs in the note section of the person.
