I am not in the UK.
Is it possible to get a copy of the birth cert of somebody born in the UK in 1935 ?
I know where the birth was registered.
If so, where and how do I get it.

Yes you can order a birth certificate for someone and the GRO will take all your data when you order, including your address, your bank details and your name.

A birth certificate isn't proof of identity, as far as I'm aware they are public records.

Is that a free phone number to ring GRO?
Is there a number one could use from outside the UK as I don't think you can ring a UK freephone number from outside the UK.
I am in Ireland.

You should just be able to do it online, I got it with my dad's name, DoB and birthplace. Though I don't know if it makes a difference being outside the UK.
