Can't view headers on all pages in document - can anyone help??

I've pasted some text from one document into a template that has standard headers and footers. However, it's a five-page document and the headers and footers only appear on pages 3-5. There aren't any section breaks. I've tried googling it to no avail, does anyone have any idea why this is happening? If I click 'view headers and footers' nothing happens. If I click on the one in page 3 and then click 'view previous' nothing happens. Aaaaaaaaaaaaaaaaaaarrrrrrrrggggggggggghhhhhhh

page set up

then select the layout tab; the second section is headers footers, make sure you have not ticked 'different first page', 'different odd even pages'.

That will ensure each page has the same headers and footers.

Yep, unticked already. I even tried ticking them to see if that made a difference (it didn't!).

Thanks for the suggestion though, I really appreciate someone taking the time to answer me!
