why can i only view some profiles?

i dont mean that i click on the name and it says i cant i mean that when i hover my mousey over the name it doesnt turn into a wee hand, instead it turns into that I shape thing. is this a new way of saying some profiles are private or havent been set up?

yep, means they don't have a public profile.
