Well you can download DirectX9 from microsoft here. I don't know if that is really the cause of the problem since most people would have it installed already. It might be as simple as that though.

Install DirectX 9 (Windows XP) or 10 (Vista) from the Microsoft site as directed by Onagar.

Update your Video Drivers (most likely either NVidia Forceware or ATI Radeon Catalyst drivers) to the latest release as well.

NVidia Drivers Link or Catalyst Drivers Link

That should be enough.

If not then Hit "Windows Key" + r and type dxdiag in the Run box that pops up.
That tool should tell you what isn't working correctly OR at the very least allow you to produce a detailed diagnostics file for a more techy support forum.

Onagar's link above gives you the DirectX 9/10 installer.
Save it where you like (desktop?) and then run it.
It will check your current install of DirectX and download any files you are missing.

Then download and install the relevant graphics driver.

If you don't know which file to pick from my earlier email, then Right Click your desktop, choose Properties and then click the Settings tab. In the middle will be a box labelled Display that will say something like:

  1. Monitor Name on Video Card Name.

Tell me the Video Card Name and I'll tell you which driver to download.

You just need to save it somewhere for now so that you can run it from there once to install it. It won't have any effect until you run it.

After that you can delete the file if you want. So just pick a place you can find it again.

In the save box if you use the dropdown list at the top one of the options is the desktop. If you download it there it will appear on your actual desktop and you can double click it to run it.

It will be called dxwebsetup.exe
