I think it has been delivered, but 2 blue ticks on read??

It means the person has read it

The two blue ticks indicate your message has been read.

It doesn’t, there’s no info next to the two blue ticks. It’s not read according to that. What are the ticks like on the message itself?

It's on the message - the op has just cropped out everything to left of the ticks, which is where the message would be.

It's telling you it has been read, but not when as the recipient has read receipts and 'last online' switched off.

To me it looks like the info you get when you click through.

It is the info you get when you click through into 'info'. I've just grabbed the following from a message I sent to a friend who has read receipts switched off..

I thought the delivered but shows the time it was delivered. And likewise, if the read but would show the time it has been read when it has been read.
As there is no time, just a line, it is saying it has not yet been read. It will show the time when it has been read.

Not if the recipient has their read receipts or their online status switched off, it won't show the time.

The info I shared above was from a message that had been replied to, so obviously had been read.

On the message thread its 2 grey ticks

They've read it but they have their receipts turned off for the third time.

I was just a little confused as two grey ticks for delivered but two blue for read

Ignore the two blue ticks, it’s on the info bit whether it’s been read or not. The recipient has turned off their read receipts. I have mine off too and you can’t see if I’ve read a message or at what time.

I’ve just sent my OH a message,
he hasn’t read it but on the info it still
shows two blue ticks. It’s like a template.

Two grey ticks = it's arrived on the device
Two blue ticks = the person has opened the message
