I need a new (inexpensive) pc please help

For my sins I'm going to try Windows 10.

My requirements are:
Standalone pc/desktop that I can plug into the telly - just need the tower unit. I've got the vga port and wire, I've got keyboard and mouse. I've also got a peripheral webcam that's old but was top of the range when it was new (thanks ex-bf) so it's still excellent.
I'd like intel quad i5 or i7; or rayzen same; min 8gb ram. Apparently the storage doesn't matter, but ssd please (I have a 10yo vista pc that still has half of its 1tb storage spare, and I'll be keeping that)

I really want it to do Zoom; watch britbox programmes; download educational videos and powerpoints etc.
Here's the kicker - i'd like to spend as little as possible (because I don't have much money). I'm happy to go refurbed if I need to.
I have an absolute maximum budget of £400, so a better spec refurbed under that price would be awesome.
ideally no more than £300...

I know I'm asking for the moon, but I'm getting really bogged down by the details and no reviews will tell me if it'll do Zoom Grin

How about something like this from the Amazon Refurbished program.

4th gen quad core I5 with 250gb SSD. 8gb ram for about £150
The only problem with buying something like this if it goes wrong and you have to send it back it will cost you £15+.
Do you not have any local independent PC shops that do 2nd user machines?
You don't need a super spec machine for basic Zoom.

Yeah, I was wondering about something like that.
I should be able to find someone who can repair.
I've got a laptop that plays win8.1 and I don't want to upgrade it because I don't think it's got the power. Annoyingly because it's only 4 years old, but we can't get Zoom to work on it at all.

Local computer shops. Only CEx right now, who aren't very cheap. We're a small town that's lost loads of decent shops. The shop I used to use closed ages ago

I was looking at a mini pc too because I can move it around the house nore easily. This one doesn't have a monitor port so how do you attach it to the telly? We don't have a spare hdmi port on the telly downstairs but would a splitter work?
