Hit and run driver- can anyone make out the number plate for me?

Someone has dragged my motorbike with their van and just drove off. we’ve got cctv of it but can’t make out the number plate.

Can anyone help me with this?

The image enhancement stuff you see on TV doesn't work in real life and uploading it to a site like this probably degrades the resolution as well. Can you step through the original recording, frame by frame and pick out some letters in one frame and some in another until you've figured out all of them?
