Breaking videos up into 250mb to upload for exam

I have a video recorded on a Sony cyber shot camera and need to upload the file for an examiner to see via their website. The file cannot be over 250mb. It is over this. They have asked if I can split the file into smaller parts so that each bit is under the 250mb limit, but I have no idea how to do this. Can anyone help please?

The 1st thing I would do is download the free video paying software VLC . If you have windows its this link. VCL
Then look at this site (ignore the adverts) and follow the instructions.
