I have googled this problem but no luck. Apparently there are queries going back to 2011 but no help. The problem is on my iPad which Is quite new and updated. The sound comes on and a static picture remains throughout. Found one video which recommended going into settings and resetting everything. Worried about that as I don't know what it will affect. Anyone else with the same problem and found a solution? Hope so.
